1 · Mätvärdena

En villa, fyra vinterdagar. Mätaren skickar ett värde i timmen, och kurvan visar hushållets vardag: en topp på morgonen och en större på kvällen.

2 · Luckan

Dag tre slutar värdena komma. Mätarbytet har stannat av, och insamlingskedjan är bruten.

Det är inte ovanligt. När Ei granskade tio elnätsföretag låg sex över den lagliga gränsen för saknade värden. I två av dem var huvudorsaken ett mätarbyte som stannat av.

3 · Fyllningen

Luckan måste fyllas för att avräkningen ska gå ihop. Ei fann att en del elnätsföretag fyller mindre kunders luckor med en helt platt profil, i stället för kundens verkliga förbrukningsmönster.

Reglerna kräver att beräknade värden märks som beräknade. Här bär de fortfarande sin märkning.

4 · Märkningen

Men i exporten till nästa system faller märkningen bort. Nu ser den platta sträckan ut som en vanlig mätning.

5 · Felet

En prognos eller en referensplan som byggs på serien tar med den platta dagen, och kvällstoppen blir för låg.

Felet syns inte som ett fel. Det syns som en kund med lite lägre last än den har, och inget i kedjan larmar.

6 · Grinden

Därför behövs en grind innan datan används: tidsjustering, kartlagda luckor och topologi. Målet är inte noll luckor, utan en känd andel luckor.

Och det gäller hela vägen upp i nätet. När Vattenfall försåg 14 nätstationer med energimätning betedde sig bara 8 som dokumenterat.

1 · The readings

A house, four winter days. The meter sends one value an hour, and the curve shows the household’s routine: a peak in the morning and a bigger one in the evening.

2 · The gap

On day three the values stop arriving. The meter swap has stalled, and the collection chain is broken.

This is not unusual. When Ei audited ten grid companies, six were over the legal limit for missing values. In two of them the main cause was a stalled meter swap.

3 · The fill

The gap has to be filled for settlement to add up. Ei found that some grid companies fill smaller customers’ gaps with a completely flat profile, instead of the customer’s real consumption pattern.

The rules require calculated values to be flagged as calculated. Here they still carry their flag.

4 · The label

But in the export to the next system, the flag is dropped. Now the flat stretch looks like an ordinary reading.

5 · The error

A forecast or a baseline built on this series includes the flat day, and the evening peak comes out too low.

The error doesn’t look like an error. It looks like a customer with slightly lower load than it really has, and nothing in the chain raises an alarm.

6 · The gate

That is why data needs a gate before it’s used: time alignment, characterized gaps and topology. The goal isn’t zero gaps, but a known share of gaps.

And it applies all the way up the grid. When Vattenfall fitted 14 substations with energy metering, only 8 behaved as documented.
