Svenska kraftnät‘s advisory council for electricity market participants. A non-decision-making forum where Svk presents ongoing market development work, consults on upcoming changes, and receives input from market participants.

Purpose and role

Elmarknadsrådet is one of Svk’s five advisory councils, mandated by Svk’s own arbetsordning §4. The GD (Generaldirektör) appoints members and decides on the council’s activities. (Source - Elmarknadsrådet Website and Arbetsordning (2025-2026))

The council is designed to operate in early stages of market design — “tidiga skeden” — rather than as a post-hoc review channel. It provides a structured channel for market dialogue between Svk and its regulated counterparties. Svk uses it to:

  • Present the market development roadmap and flag upcoming changes
  • Consult on new contracts, conditions, and balancing market rules before formal submission to Ei
  • Share operational information (driftläge, grid reinforcement schedules, congestion data)
  • Receive industry perspectives on design choices before they are finalized

The council has no formal decision power. Svk retains authority over all matters it presents. The forum complements (does not replace) public consultations and specialist reference groups — for deep technical work, Svk uses separate referensgrupper and expertgrupper. The council also helps identify personnel for those expert groups.

Composition requirements

The Arbetsordning (December 2025) specifies the seat allocation:

Nomination process: Energiföretagen nominates DSOs, BRPs, suppliers, and producers + own rep; Svenskt Näringsliv nominates large users + own rep; BSP seats via open nomination on svk.se; Svk makes final decisions. 2-year mandates, renewable. Half the members rotate even years, half odd years for continuity. Gender target: ≥40% from each gender.

Member history

The BSP seat changed between 2025 and 2026. In 2025 the single BSP seat was held by Lars Skoglund (Ntricity). Ntricity went bankrupt in early May 2025 — a startup unable to agree on next-phase financing; a new owner bought it via structured insolvency; Skoglund remained as VD. The 2026 member renewal created two BSP seats filled by open nomination, producing Flower and CheckWatt as the new holders. (Source - Elmarknadsrådet Meetings 1 and 2 2025 (Feb-May))

In 2024 the elanvändare seat was held by Filip Englund (Holmen) — replaced by Paola Zetterberg (Ovako) from 2025. (Source - Elmarknadsrådet Meetings 1 and 2 2024 (Feb-May))

In 2024 the DSO seat held by Daniel Köbi (Jämtkraft elnät) — succeeded by Thorsten Handler (also Jämtkraft elnät) in 2025 and then by Johanna Barr (Jämtkraft) in 2026.

In 2024 Anna Jäderström served as acting chair (tillförordnad ordförande) for meetings 1 and 2 while Malin Stridh was tf chef for Division System. Malin Stridh returned as chair at meeting 3 (September 2024), after Eva Vitell was appointed new Division System chief on 21 May 2024. The two BSP seats (Flower, CheckWatt) are selected via open nomination on svk.se — the open process was introduced to ensure broad reach among the growing aggregator sector. (Source - Elmarknadsrådet Website and Arbetsordning (2025-2026))

Deliberate exclusions

Previously included Energimyndigheten, Energimarknadsinspektionen (Ei), and Nord Pool. All three were removed:

  • Ei is excluded due to its role as supervisory authority (tillsynsmyndighet) — a conflict of interest with an advisory council; can be invited to specific agenda items
  • Energimyndigheten excluded for the same reason
  • Power exchanges excluded because multiple elbörser are now active in Sweden and cannot represent each other; Svk engages them through separate joint forums

Meeting cadence and procedure

Four meetings per year; extraordinary meetings can be called. Physical meetings at Svk’s office in Sundbyberg; no member compensation or travel reimbursement.

Procedural timeline: 14-day advance notice with preliminary agenda; member items submitted by day 10 before; final agenda and materials sent 7 days before. Minutes distributed within 2 weeks; members have 7 days to comment; then approved and published on svk.se.

All four 2024 meetings tracked a dense pipeline: Flowbased go-live, the mFRR EAM launch (postponed from December), two procurement reports (kompensationsmodell, kapacitetsåtgärd), and the BSP/BRP contract split.
