Gotland Island Operation — Total Defence Planning
Gotland's island-operation planning is framed not as a local grid-fault backup but as a three-month wartime capability planned from Swedish total-defence doctrine (MCF Typsituation 4 — Anfall mot Gotland), driven by the military significance of the island rather than by normal DSO resilience planning.
Local generation is presented as a way to strengthen endurance, but expanding it on Gotland runs into overlapping land-use interests, including military installations (radar, communication corridors, flight zones), which the Försvarsmakten FRaM analysis is meant to help resolve, while Svk's 2026 decision leaves how island-level robustness will be achieved to further study.

Energy transition context
Gotland is currently connected to the mainland via two DC cables in the regionnät. Wind and solar already produce about 50% of the island’s electricity needs. Major change: the regional presentation gives 2030 for a transmission-level connection to the island with two AC cables, and Svk’s 2026 press release specifies two new 220 kV cables that extend the transmission grid (Svk) to the island and sit alongside the existing HVDC connection, giving good redundancy for normal disturbances. GAIST (Gotland Accelererar i Samverkan för Grön Tillväxt) is the island’s regional collaboration platform for green growth. Current development pipeline: Nåsudden generation shift (~50 turbines, 0.8 TWh), Centrala Gotland (~50 turbines, 1 TWh), Ran (~50 turbines, 2–3 TWh), Boge vindpark (~15 turbines, 0.3 TWh), e-fuel hub, reserve and base power (gas turbines), solar parks with batteries.
Three-month island operation — Typsituation 4
Island operation capability for Gotland is planned on the basis of MCF’s Utgångspunkter för totalförsvaret, Typsituation 4 — Anfall mot Gotland (Attack against Gotland). The planning basis is three months in island operation (“planera för tre månader i ö-drift”); the presentation does not describe a funded or formally decided capability. Energy scenarios indicate that electricity use at heightened readiness may be at least as large as in a normal situation — which the presentation pairs with the point that local electricity production can strengthen endurance and robustness. The wiki’s reading is that the planning basis implies sustaining demand comparable to normal for roughly 90 days without the mainland link; the presentation itself states only the three-month planning basis and the demand scenario.
This is distinct from the level-2 ö-drift cases at Arholma or Jönköping: it is not a backup for a local grid fault but a wartime capability for national defence.
Funding status, clarified: Svk’s own 2026 press release on the 2030 cable upgrade explicitly frames the two 220 kV cables as grid-connected redundancy, not autonomous island-operation capability — the release states only that further studies will determine how to achieve “additional robustness” during serious disruptions and heightened alert. As of this decision, the three-month island-operation target remains at the planning/analysis stage, not a funded, committed elberedskapsanslag capability. FRaM — wind/defence coexistence
One obstacle to expanding Gotland’s generation is the density of military interests on the island, which Försvarsmakten reviews for wind applications: technical systems (radar, communications, navigation), flight operations (stop zones, hindrance-free zones), classified facilities, and sea and blast areas. The regional presentation lists this alongside nature conservation, cultural heritage and recreation as overlapping interests, and also notes that transmission capacity to the mainland limits new generation. The FRaM project (Försvarsmaktens projekt om möjligheterna till vindkraft på Gotland) is a Försvarsmakten analysis of wind power coexistence conditions:
- Scope: analysis only (not implementation); methodology development; condition-neutral assessment
- Strategic importance: Gotland is both complex and strategically critical for total defence

The broader challenge — many overlapping interests creating conflicts with the energy transition (nature conservation, cultural heritage, recreation, total defence) — is being addressed through a grid group for streamlined permitting, and through GAIST coordination between the island’s stakeholders.
VindStyR (“flexibilitet i produktionen”): the regional presentation names it as the solution to a challenge it states as early wind build-out but few new production establishments, with transmission capacity to the mainland as the limiting factor.
