Näringsutskottets betänkande 2025/26:NU17, Elmarknadsfrågor — the committee report in which the Riksdag rejected 132 motion proposals on electricity-market questions, including the Vänsterpartiet proposal for “Sverigepriser”. This page covers the decision facts and the Sverigepriser section; the energy communities section is summarised below; the report’s other sections (network development, elstöd, contract and fee questions, flexibility services) have not been summarised here.
Related motion: Motion 2025/26:2797 av Nooshi Dadgostar m.fl. (V), Energipolitik för mer och förnybar el till rimliga priser.
Summary
The committee proposed rejecting all motion proposals in the report (“avslag på samtliga motionsyrkanden”); in the same paragraph it also says it does not intend to back the proposals on referenspriser or “folkhemsel”. The committee report is dated 26 March 2026. Per the Riksdag’s own status page (Raw/Clippings/Elmarknadsfrågor (Riksdagen beslutsstatus NU17).md, fetched 2026-09-24) the chamber debated it on 1 April 2026 and decided on 15 April 2026 to approve the committee’s proposal, so the Riksdag said no to 132 proposals. It refers mainly to the policy already pursued and ongoing work.
Key claims
- What the motion proposed. Motion 2025/26:2797, yrkande 1: the government should promptly return with a proposal to implement “Sverigepriser” on electricity. Yrkande 2: the government should promptly declare to the EU that it intends to introduce Sverigepriser. Yrkande 3: the government should start a consultation process with other EU countries to implement it. (Yrkande 5, an elkriskommission on foreign investors’ stakes in electricity production, was rejected in the same block.)
- What “Sverigepriser” means in the report. Swedish consumers pay a national price for electricity produced in Sweden, while exported electricity is priced at the continental European price.
- The minister’s earlier assessment, as recounted by the committee. In November 2024 (answer to interpellation ip. 2024/25:143 from Birger Lahti, V) energy and business minister Ebba Busch judged the model unrealistic: in practice Sweden would leave the part of the EU internal market covering free movement of electricity; state price regulation would be needed, which fits neither Swedish nor EU rules; it would require heavy market surveillance; it would create incentives for arbitrage (buying at the low Sverigepris and selling on the export market), so prices would converge and electricity would not become cheaper for Swedish consumers; it could conflict with EU rules on free movement of goods and services; and it could lead to missing investment in production and a risk of households and companies being left without electricity in a crisis.
- The committee’s own position. The committee says it has on several occasions expressed doubt about both the model’s benefits and its compatibility with current electricity-market regulation, and therefore “ser inte skäl att verka för att modellen införs i Sverige eller att uppmana regeringen att driva frågan på EU-nivå” (sees no reason to work for the model being introduced in Sweden or to urge the government to pursue the matter at EU level). It also expresses understanding of the worry over high prices and points to the government’s measures on robustness and security of supply.
- Reservation. Vänsterpartiet’s reservation restates the Sverigepriser case.
Energigemenskaper section
- Motions: V (2025/26:2797, yrkande 17) — government should return with proposals to make it easier to form and run energy communities. MP (2025/26:3273, yrkanden 55, 57–59) — a definition of energy communities, a proactive Ei effort so that the benefits of energy communities are reflected in the network tariff, easier investment, and a national support and information initiative.
- Background recounted: the concept covers RECs and CECs; since 1 Jan 2022 electricity may be shared between buildings within the same fastighet over a low-voltage net without nätkoncession; energy communities remain uncommon but interest has grown; Ei has said they can with advantage be organised as ekonomiska föreningar. Energimyndigheten’s ER 2024:20 (September 2024) proposed a statutory definition, an Ei mandate on tariff reflection, and joint approved typfall; Energimyndigheten has since started an initiative on research, innovation, support and information, with project calls.
- Committee position: the Riksdag rejects the motions, referring mainly to Energimyndigheten’s work. The committee notes that Energimyndigheten is carrying out several measures (calls on energy communities and energy sharing) and concludes that “det redan pågår ett arbete för att stärka förutsättningarna för att etablera energigemenskaper” (work to strengthen the conditions for establishing energy communities is already under way), so it sees no reason for a further statement to the government. Earlier treatment: bet. 2024/25:NU12 (spring 2025), also rejected on the basis of ongoing work.
- Reservations: no. 17 (C, MP) — a legal definition, a reduced network tariff (especially the loss and upstream-network cost components, in line with Energimyndigheten), state credit guarantees to be investigated, and a national support and information initiative; no. 18 (V) — government should return with concrete proposals to ease forming and running energy communities.
- Energy sharing report: the report also recounts Ei R2025:01 (January 2025), which proposed that electricity be shareable within an elområde via the public grid (“virtuell energidelning”), with the EU energy-sharing rules to be transposed nationally by 2026.
