The roadmap in the abstract
The paper proposes a regulatory roadmap for reforming electricity distribution remuneration in Europe, with priorities ordered by potential impact, and argues that combining grid investment with smart-grid solutions at least cost depends on the incentives embedded in the remuneration scheme:
- Move from cost-of-service or hybrid approaches to revenue-cap or price-cap regulation, for productive efficiency.
- Decouple the ex-ante revenue or price calculation from the company’s investment plans, to reduce allocative inefficiency.
- Promote efficient plans by enabling adaptable planning.
- Establish neutral OPEX/CAPEX incentives by giving OPEX and CAPEX different incentives, presented as a novel alternative to the fixed capitalisation rate.
The first two steps are called urgent in the decarbonisation context; the third could deliver significant savings if the first two are handled well. The abstract states the roadmap is validated by prior experience in a selection of representative European jurisdictions, which it does not name.
