Summary
Ei’s official guidance page for Swedish grid companies on the FNA methodology. Confirms the trilateral framework agreed by Svk, Energiföretagen Sverige, and Ei, and specifies reporting obligations and timeline for the 2026 cycle.
Key facts
ACER approval: The FNAM was approved by ACER on July 25, 2025 (Decision 05-2025). (ACER)
Swedish national framework: Svk, Energiföretagen Sverige, and Ei agreed on how to apply the FNAM in Sweden on November 25, 2025. The agreed framework is published on Energiföretagen’s website.
Reporting obligations — all elnätsföretag (region and local DSOs) must:
- Respond to Svk’s survey on market and digitalization barriers (enkät) — deadline January 23, 2026
- Submit a flexibility needs assessment using the agreed template (Bilaga 3 on Energiföretagen’s site) — deadline April 7, 2026
National report: Svk compiles Swedish DSO inputs into a national FNA report. After Ei approval, it is submitted to the EU Commission, ACER, and the Swedish government by July 25, 2026 (one year after ACER Decision 05-2025).
Reporting cycle: Biennial from 2026 — all elnätsföretag assess their flexibility needs for the coming 5–10 years every two years.
Use of reports:
- Inform national non-fossil flexibility targets (Art. 19f, Regulation 2024/1747), due 6 months after first FNA report
- Feed into ENTSO-E’s Union-wide Network Development Plan (UNDP)
- Lay basis for development of potential support systems for flexibility
Definition used: Flexibilitetsbehov = DSO’s need to modify or limit resources’ power injection or withdrawal. Aligned with the EU FNAM definition.
Relevance to wiki
Confirms and extends content in Flexibility Need Assessment, particularly the Swedish implementation timeline. The April 7, 2026 DSO submission deadline has now passed — the data is with Svk for compilation.
