Ei’s binding implementing regulation for the mandatory DNDP (nätutvecklingsplan) obligation, issued under ellagen 3 kap. 16 § and förordningen (2022:585) om elnätsverksamhet §§ 13–15. The regulation specifies the content requirements, consultation process, amendment procedure, and submission rules for all Swedish distribution network companies. The consolidated version includes all amendments through EIFS 2026:4.

Chapter 1 — Scope and frequency
- § 1.2: Every company must develop a plan covering all its network concessions (all licence areas combined).

Chapter 3 — Definitions
Three terms are formally defined in the regulation:

The definition of medellång och lång sikt as 5–10 years is authoritative — it defines the horizon for flexibility needs reporting under § 4.12 and the investment reporting requirement under § 4.11.
Chapter 4 — Content requirements
Company and network description (§§ 1–4)
- § 4.1: The company shall follow Ei’s mandatory template (Energimarknadsinspektionens mall) when preparing the plan. This is a hard requirement, not a recommendation.
- § 4.3: If the company divides its grid into delområden, those areas must together cover the entire grid; they should follow county (läns) and municipal (kommungränser) boundaries where possible (in line with regional energy planning policy).
- § 4.4: A map of the operating area is required; delområden must be individually mapped and each must have a unique identity used throughout the plan.
Capacity forecast (§§ 7–10)
- § 4.7: Capacity needs shall be reported in megawatt, per year, for each year of the forecast period. May be reported as a range. Must represent the company’s most probable development. If delområden are used, reporting must be per delområde.
- § 4.8: Forecast methodology must be documented, specifically including: (1) assumptions, (2) how actual grid load and load diversity/coincidence (sammanlagringseffekter) were considered, (3) growth drivers, (4) how municipal/regional/county plans were incorporated, (5) cooperation with other grid companies, and (6) the long-term expected development of the Swedish energy system.
- § 4.9: Comparison against recent historical years required, showing percent increase/decrease. Comparison year(s) should be stated.
- § 4.10: Analysis of the company’s ability to meet the forecast capacity need at medium and long term, specifically covering: (1) current capacity constraints (own grid and/or overlying grid), (2) current use of flexibility services and other resources as alternatives to expansion, and (3) expected future capacity constraints over the coming 10-year period.
Investments and alternatives (§§ 11–13)
- § 4.11: Planned investments in main distribution infrastructure for the coming 5–10 years must be reported with: project status, commissioning date, main purpose, and project description. Projects must have a unique identity for follow-up tracking (§ 4.5); project track record from prior plans must be followed up (§ 4.6).
- § 4.12: The company shall report its expected need for flexibility services and other resources in megawatt (i megawatt) that can be used as alternatives to grid expansion at medium and long term (5–10 years). Where a need exists, the type of service and the extent must also be stated. If delområden are used, reporting must be per delområde. This is the provision that mandates MW quantification of flexibility needs — the most consequential single requirement in the regulation.
- § 4.13: The company must demonstrate that it selected the most cost-effective alternative when accounting for both investments and non-grid solutions.
Adequacy assessment (§ 14)
- § 4.14: The company must assess its ability to meet forecast capacity needs during the coming 10-year period: (a) whether planned actions (investments + flex + other resources) are sufficient to meet forecast needs and eliminate capacity constraints in its own grid; and (b) capacity constraints against the overlying network and when they are planned to be resolved.
Time period and sensitive data (§§ 15–16)
- § 4.15: The plan period starts the calendar year immediately following the year of publication and submission.
- § 4.16: The plan must not risk disclosure of data protected under OSL (offentlighets- och sekretesslagen), säkerhetsskyddslagen, or GDPR. Companies may consult Fortifikationsverket on what can be published.
Chapter 5 — Amendments
- § 5.3 (Minor amendment): Corrections of uppenbart felaktiga uppgifter (obviously incorrect data, e.g., writing or calculation errors) can be made without new consultation.
- § 5.4 (Major amendment): Other changes — the company should consider consultation with affected parties before amending; the decision to consult or not must be documented and justified in a separate document.
- § 5.6 (Konsoliderad version): After any published amendment, the company must publish and submit a consolidated version (the original plan + all changes in a single document). This is the source of the “konsoliderad” suffix in Ellevio’s, Vattenfall’s, and other companies’ plan documents.
Chapter 6 — Consultation
- § 6.1: The company shall conduct a public consultation with affected system users (berörda systemanvändare). The process must run for at least six weeks — the minimum consultation period. This six-week requirement is echoed in Source - NC DR Amended Text (ACER Recommendation 01-2025 Annex 1) Art. 44.
- § 6.2: A preliminary plan must be published no later than 15 September in the year before the plan period begins.
- § 6.3: The company must document how and when consultation was conducted (included in the plan itself) and compile a samrådsredogörelse (consultation report) summarizing responses.
Chapter 7 — Publication and submission
- § 7.1: The final plan and samrådsredogörelse must be published on the company’s website and submitted to Ei (including a link to the publication) no later than 31 December of the year before the plan period starts.
