Summary

A methodology pilot (“Arvika Flex”) developing a replicable way for small Swedish DSOs to identify and quantify flexibility potential and evaluate power-subscription (abonnerad effekt) levels, using Arvika Elnät (operated by grid manager Teknik i Väst, serving Arvika and Eda municipalities) as the case study, with calculation support from Flexia Consulting. Reference group: Ellevio, Arvika Elnät, and Ei (Energimarknadsinspektionen).

Method: power-demand data 2020–2025 for Arvika’s grid, combined with interviews of large electricity customers in the area.

Findings: many local businesses have real, unexploited flexibility potential, but identifying it requires sustained dialogue — “mapping resources takes time” (David Olsson). Peak power in the studied grid area often occurs only occasionally per year, which makes subscription-level review (not automatic subscription reduction) the actionable lever — understanding cost structure, not just cutting subscribed capacity. Flexibility is a genuinely new concept for most of the interviewed customers.

Regional context: the underlying driver is that Värmland’s transmission capacity is not expected to increase before 2030 at the earliest — grid reinforcement and flexibility are explicitly framed as complementary, not substitute, tools by the Arvika-area DSO representative (Olof Öberg).

Goal: a methodology other small Swedish DSOs can reuse — directly relevant to the wiki’s existing “small DSO capacity” problem, since Arvika Elnät (via Teknik i Väst) sits well below the scale at which DSOs can build in-house flexibility-assessment capability.
