Key findings
The Nordic TSOs are changing how bid indivisibility is expressed in the Nordic aFRR and mFRR capacity markets, to make its use more explicit and improve market efficiency:
- The “Indivisible Bids Allowed” bid attribute is removed.
- The “Minimum Quantity” attribute becomes mandatory for every bid.
- From the change date, all bids are considered divisible by default. To submit what was previously an “indivisible” bid, a BSP now sets Minimum Quantity equal to the offered quantity.
- Implementation: 24 November 2026, applicable to the operational date of 25 November 2026.
- Testing: the new implementation is available in the standard test environment from 15 September 2026 — BSPs are encouraged to test all bid-submission channels (manual UI entry, file upload, ECP).
