Source type: Industry operational handbook — describes mandatory and recommended procedures for all Swedish electricity market actors. Complements but does not replace law, regulations, or technical standards (Ediel-anvisningar).
Purpose and scope
The handbook is the Swedish electricity market’s shared operational rulebook. It covers every market process — from signing grid and trading contracts, to meter value handling, network settlement, balance settlement, customer invoicing, Ediel communication, and (from edition 25A/25B) consumer meter data access for energy service companies.
The handbook uses “ska” for mandatory requirements (derived from law, regulation, or Elmarknadsutveckling decisions) and “kan/bör/rekommenderar” for recommended best practice.
Published by the Elmarknadsutveckling organization — a structured collaboration between Energiföretagen Sverige members and Svenska kraftnät, operating through a Beslutsgrupp (BG) and Verkställighetsgrupp (VG).
Actor types defined
§0.3 defines the recognized market actor roles:

BSP and BRP were added as recognized actor types in edition 25A (April 2025). Berättigad part was added in edition 25B/26A.
Berättigad part — Chapter 11
Chapter 11 is the operative chapter on consumer meter data access, introduced in edition 25A and expanded since. This is the key mechanism for flexibility aggregators and energy service companies needing granular consumption data.
Legal basis: EU Electricity Market Directive requirement, applicable from 5 January 2025. Swedish national implementation rules (Mätföreskriften + Ediel-anvisningen) in force from 1 June 2025.
Process flow:
- Berättigad part signs Ediel-avtal with Svenska kraftnät and passes Ediel tests → receives an Ediel-id
- Berättigad part signs a bilateral agreement with each DSO where its customers are located (one agreement per DSO covers all customers in that area)
- Berättigad part signs an agreement with the consumer
- Berättigad part sends PRODAT Z13 to the DSO requesting meter data access, citing the consumer agreement reference
- DSO notifies the consumer via Mina sidor (online customer portal) — consumer has 21 days to approve or decline
- If approved: DSO sends PRODAT Z14 confirming access; metering reporting begins on the agreed start date
- If declined (actively) or timed out (passively after 21 days): DSO sends PRODAT Z14 with negative status
Metering resolution: Berättigad part can request quarterly (15-minute interval) data collection rather than monthly — when this is requested, the installation enters dygnsavräkning (daily settlement). Historical data (up to 3 years back) can be requested separately (Z13 undertype VH) alongside or independently from ongoing reporting.
Termination: Berättigad part sends PRODAT Z18 to end reporting. Consumer can also revoke consent directly through the DSO’s Mina sidor (DSO sends PRODAT Z15 with B79 Revocation). Consumer moving out triggers automatic termination (Z15 with E37).
Cost: DSOs are legally required to charge berättigad part for each request handled, each period of ongoing reporting, and each termination request. Tariffs are set by the DSO and must be published.
Data access restrictions: Elnätsföretag may only make meter data accessible to consumers who have authenticated via electronic login on Mina sidor.
Effektavgift — §9.1.4
The handbook documents the range of power-based network tariff constructions used by Swedish DSOs:
An effektbaserad avgift (kr/kW) is based on measured peak power. The industry applies various constructions, such as: measured monthly peak; the mean of the highest few measured values during a month or a year. The effektavgift can also vary by time of day/year. Additionally, a separate high-load charge (extra högbelastningsavgift) may be charged during the winter period (weekdays November–March).

Ediel — Chapter 10
Ediel is the Swedish electricity market’s standard for electronic information exchange between market actors (based on EDIFACT). All actors must pass Ediel tests and hold an Ediel-avtal with Svenska kraftnät before participating in the market.
Key message formats:
- PRODAT — structural data (contracts, connections, customer info, meter access requests Z01–Z18)
- UTILTS — meter values (individual and aggregated time series)
- DELFOR — plans and forecasts
- CONTRL — syntax-level acknowledgement
- APERAK — application-level acknowledgement (accept/reject)
- UTILTS-ERR — rejection of a UTILTS message
The Z-code series (Z01–Z18) in PRODAT covers all process functions. Z13–Z18 were added for the berättigad part mechanism (meter data access). New message types Z13–Z18 added to the table in edition 25B; Z06F timeout corrected in 25B.
Key change in 26A — removal of mikroproduktion
The main substantive change in edition 26A is the removal of the mikroproduktion (micro-production) concept throughout the handbook, replacing it with the general term produktion (production). This reflects a change effective 1 January 2026: mottagningsplikt (the DSO’s obligation to receive electricity from a production installation) now applies to all production, without a separate category for small-scale/micro production. The handbook now treats all production installations consistently under the general production rules.
