Five Svk documents on the agreement that implements SO GL Art. 182 (Reg. (EU) 2017/1485) in Sweden, covering grid prequalification and temporary limits for ancillary services connected to regional/local grids: Svk’s news item of 24 June 2026 (clipped 2026-06-25), Svk’s remiss notice of 30 September 2026, and the three remiss documents themselves — the draft main agreement, its Annex 1 (conditions), and Svk’s guidance document (version 1.0, September 2026). Key claims from the June news item

  • Purpose: let region/lokalnät companies assess in advance how an ancillary-service delivery affects the operational running of their grid, so the balancing-energy bids Svk activates are actually available during the 15-minute operating period (driftkvarten). Years in the making; in its final stage in June 2026.
  • Legal basis: Article 182 of SO GL (Commission Regulation (EU) 2017/1485).
  • What it regulates: the processes for förkvalificering till elnätet (grid prequalification) and the setting of tillfälliga gränser (temporary limits), including the information required.
    • On a prequalification application, Svk contacts the affected grid companies — provided they have signed the new agreement.
    • The BSP must submit partly new information; the grid company runs a nätanalys to ensure the delivery won’t cause overload or power-quality problems.
    • If the analysis shows negative impact on driftsäkerhet, the grid company may set limits on, or wholly deny, participation in the ancillary-service market — and may, in operation, set temporary limits or deny a delivery based on grid capability, stating the reason (forecast or operational situation).
  • BSP agreement updated too: because the Art. 182 agreement requires changes to Svk’s BSP agreement, that agreement also goes to remiss (June news item; the 30 September remiss notice does not mention a BSP-agreement remiss).
  • Voluntary and non-retroactive: signing is voluntary for grid companies; the agreement applies at renewed assessment / new prequalifications, so all existing facilities are covered over time — at latest within the 5-year reassessment cycle (where the grid owner has an agreement with Svk). A BSP is not compensated if its delivery is limited (June news item only; not stated in the remiss documents).

The remiss (30 September – 26 October 2026)

  • Svk invites comment on the draft agreement between Svk and distribution system operators. Remiss period 30 September to 26 October 2026; Svk then takes the comments into account when finalising.

  • Comments are given in an Excel response template and emailed to sogl182@svk.se by 26 October 2026. The template is an empty form with one table for the main agreement (sections 1–14, down to numbered sub-clauses) and one for Annex 1 (sections 1–6), each with the columns Avsnitt, Ändringsförslag/synpunkt and Motivering, and a row for other comments under each table. It holds no content beyond that structure.
  • Documents in the package: draft main agreement (huvudavtal), Annex 1, the response template and the guidance document (all in Raw/Svk/).

The draft agreement (main agreement)

  • Parties: Svk and a company that is, from the agreement’s perspective, a distribution system operator to which units or groups connect or intend to connect, and/or an intermediate DSO.
  • Covers the parties’ commitments under Art. 182: information exchange, conditions for setting limits or excluding delivery during grid prequalification, and conditions for setting temporary limits before activation. Reserves in scope: FCR-D up/down, FCR-N, aFRR, mFRR.
  • Each party bears its own costs (no cost-sharing among parties). The guidance adds that a cost-allocation method was possible but none will be used, “after careful analysis and input from BSPs”.
  • Runs until further notice; it ends if the Art. 182 requirement is removed or the party is no longer a system operator. The guidance confirms there is no right of withdrawal after signing. Svk may transfer its rights if it is reorganised; the company must notify Svk of a transfer of its distribution system.
  • Svk has entered into equivalent agreements with other DSOs (per the draft text) and aims for uniformity between them. Contact: sogl182@svk.se.

Annex 1 — conditions for grid prequalification and temporary limits

  • Scope: units or groups delivering FCR, aFRR or mFRR with prequalified capacity of at least 0.5 MW within the same grid area. Units prequalified before the agreement is signed are covered only when they next undergo a renewed assessment (förnyad bedömning).
  • Information Svk sends (within 5 working days of a complete application): the reserve, facility ID, price area, grid-area code, technology, rated power, capacity per connection point in MW, power factor, contact email, and maximum ramp rate. The company confirms within 5 working days (one 5-day extension on request); if no confirmation arrives the information is treated as correct. A connecting DSO also checks the facility ID and grid-area code.
  • Decision: within 4 working weeks of receiving complete and correct information, extendable by 4 more weeks only with Svk’s written approval (request at least 10 working days before the deadline; Svk answers within 3 working days). If no decision arrives in time, the grid prequalification is deemed approved.
  • Three outcomes: approved; approved with conditions (agreed limits per connection point, for example upper active-power limits or time periods when delivery cannot take place); not approved. Conditional and negative decisions need a written reason based on the forecast criteria; a refusal must also explain why a conditional approval was not possible.
  • Forecast criteria (at least): grid structure; forecast production and consumption; applied capacities together with approved existing prequalified maximum capacities; connection-agreement provisions where the company is the connecting DSO.
  • Validity: a full approval lasts as long as Svk’s own prequalification or renewed assessment (new five-year period). A conditional or negative decision lasts two years, then must be re-reviewed every second year (the company reports the result to Svk at the latest one week before the two years expire; if it does not re-review in time the prequalification is deemed approved). Svk may ask for supplementary information within 10 working days of receiving a decision.
  • Temporary limits: the company may set or update them during operational planning to protect operational security; must try to minimise their use; max duration two days; must not discriminate between units in the affected area; the forecast uses the same criteria as above. The company must notify the affected reserve provider and Svk by 14:00 on D-2.

The guidance document (version 1.0, September 2026)

  • States that the agreement applies to new prequalifications only (not retroactive) and is voluntary for DSOs; main agreement plus annex.
  • Process diagram: Svk contacts affected DSOs (within ”< 10 days” in the guidance; the annex says 5 working days), the DSOs run a network analysis (< 4 weeks), and Svk tells the BSP and the DSO the outcome.
  • Temporary limits: the DSO informs the BSP and Svk with the size of the limit, the operating quarter-hours affected and the grid areas and connection points; the BSP then withdraws bids or abstains from bidding. The deadline 14:00 D-2 leaves time before the gate closures of the reserve markets (the guidance shows a timeline for FCR, mFRR and aFRR). The reporting template is expected to be available from Energiföretagen.
  • Signing: a DSO that wants to sign tells Svk; signing happens in rounds, with all regional-grid companies offered the first round. Svk is responsible for signing and maintaining the agreement and for sharing information on both kinds of prequalification; Svk does the technical evaluation of unit/group prequalification and informs the BSP of both outcomes.
  • Validity of this version: updates will be considered after the information-exchange process has been tested, and will be synchronised with the BSP agreement — at the earliest with the BSP-agreement update in autumn 2027.
  • Stated rationale: DSOs get information that customers take part in the balancing market and can limit customers at prequalification and in operation, so they can meet their obligation to maintain supply quality; existing customers are taking part in different markets with changed and less predictable behaviour.
