Summary
From 1 May 2024, the old single “balansansvarig” (balance responsible) role was contractually split into two new roles: BSP (Balansservice Provider / Leverantör av balanstjänster) and BRP (Balansansvarig part). Separate contracts were introduced: BSP agreement #5937 and BRP agreement #5938. However, this contractual split is not yet a fully functional separation. A truly free-standing BSP role — where a BSP can submit bids using resources from different BRP portfolios — has been delayed by IT system challenges and is now expected by 2028.
Role definitions
BSP (Balancing Service Provider / Leverantör av balanstjänster) A market actor with prequalified units or groups that can offer ancillary services to Svenska kraftnät in the form of FCR, aFRR, and mFRR. The BSP is responsible for delivery of balancing services; agreements with any sub-suppliers are civil-law contracts (as previously with a balansansvarig).
BRP (Balance Responsible Party / Balansansvarig part) A market actor economically responsible for ensuring that the national electricity system has equal injection and withdrawal in the delivery points for which the actor holds balance responsibility. Responsibility is per bidding area.
Current model (from 1 May 2024)
The contractual split is implemented, but with a critical constraint: to sign a BSP agreement, the actor must already hold a BRP agreement and be BRP at the delivery points where ancillary services are to be provided. This means an independent aggregator cannot act as a BSP without either being a BRP themselves or partnering with a BRP.
This constraint reproduces the pre-2024 problem in slightly different form: independent aggregators still cannot pool resources from customers with different BRPs into a single bid, because the BSP requirement links them to specific BRP delivery points.
Free-standing BSP: implementation timeline
Ei (Energimarknadsinspektionen) decided the conditions for the BSP and BRP roles in May 2023. Svk has been working toward implementing these conditions since then but has encountered challenges in critical IT systems.
Svk’s revised implementation plan (submitted in response to an Ei injunction, 1 October 2024) shows full implementation of a free-standing BSP expected by 2028. Svk states an ambition to explore alternative approaches that could accelerate this, including temporary solutions where they are effective and time savings are significant.
What a free-standing BSP enables:
- A BSP can submit bids with resources belonging to different BRPs’ portfolios — the core requirement for independent aggregation
- Imbalance settlement for each BRP will be based on verified actual delivery from each BSP, requiring robust BSP delivery verification
- Cross-BRP aggregation in a single market bid becomes possible — currently the primary operational barrier
Significance for the Swedish market
This page confirms with Svk as primary source what Source - FlexAbility Delrapport 5 (2025) documented through interviews: the BSP role implementation is the single most structurally important change pending in Swedish balancing and aggregation markets, and it will not arrive before 2028.
The EB GL (Regulation 2017/2195, Art. 18.5.c) required national terms covering BSP aggregation of demand, storage, and generation to be in place by December 2020. The free-standing BSP is therefore approximately 8 years late.
