New chapter 9a in ellagen — “Stöd- och flexibilitetstjänster”
Existing provisions on support services (stödtjänster) and flexibility services (flexibilitetstjänster) are consolidated into a new chapter 9a. Current provisions on aggregation (8 kap. 13–26 §§) are moved and adjusted to reflect the FSP-centric framework.

The abonnemangspunkt / leveranspunkt distinction is new and important: the abonnemangspunkt is the physical DSO tariff boundary; leveranspunkter (delivery points for electricity suppliers) can now exist inside internal networks — enabling FSPs to register flexibility resources as their own delivery points without requiring DSO involvement at each resource.
New 4 kap. 48–53 §§ — internal network provisions
New paragraphs governing how internal network holders may charge tenants/users, and how measurement responsibilities are allocated. Key: internal network holders who take on measurement and reporting responsibility are subject to the same rules as licensed grid operators (6, 8, and 11 kap.).
Summaabonnemang (aggregate subscription): if multiple connection points of the same installation connect to the same low-voltage network or same station, the licensed DSO must calculate the aggregate flow in a virtual abonnemangspunkt — preventing artificial splitting of connections to manipulate tariffs.
New “Förordning om mätning av överförd el”
A new regulation consolidating all measurement rules — including for internal networks — to replace the relevant parts of Förordning (1999:716). Key provisions:
- All measurement of flexibility resources must be per quarter (15 minutes) — no exceptions for resources within internal networks
- Flexibilitetsmätpunkt: measurement covers transfer to and from the flexibility resource; must be quarter-resolution
- Measurement within internal networks can use lower regulatory standards when the same customer owns all resources behind the meter — a trade-off accepting lower accuracy in exchange for lower cost, since measurement errors only affect allocation within one customer’s portfolio
- Entry into force: 2027-01-01 (with one specific paragraph deferred until government decision)
SWEDAC extended mandate
Svk proposes SWEDAC’s mandate be clarified to cover accuracy requirements for integrated measurement in energy products (e.g., built-in meters in EV chargers, batteries, heat pump controllers). The argument: manufacturer self-declaration under modern metering technology is sufficient quality assurance, and avoids the cost overhead of applying full SWEDAC metering-instrument standards to every sub-meter. This would significantly reduce the cost of deploying flexibility resources at scale.
Model 4 consequences analysis: not completed
Explicitly noted in the summary: no consequences analysis was conducted for Model 4 (flexibilitet med kompensation / korrigerad faktura). The reason: key preconditions are missing — no decision on the NC DR outcome, no design for the central information system. Without these, the downstream economic and administrative consequences for suppliers, BRPs, FSPs, and end-customers cannot be quantified. The report is honest about this limitation.
Model 3 (flera leveranspunkter) does have a consequences analysis — covering DSOs, suppliers, BRPs, FSPs, and customers.
Legislative sequencing
Most provisions targeted for entry into force 2027-01-01. The internal-network measurement provisions that depend on the central information system have a deferred entry date (to be set by government decision) — this preserves flexibility to implement in stages.
