Svk’s pre-study (case Svk 2024/5421, since spring 2024) on villkorade anslutningsavtal (conditional connection agreements) on the transmission grid: a temporary measure to assign capacity before grid reinforcement is done. The report has no MW figures and does not mention data centres.

Design

  • The condition is curtailment of the load at the connection point when an overload risk exists on a line segment in normal operation; the agreement sets conditions to limit and control feed-in and withdrawal. The cases studied were ones where part of the applicant’s total power need could not be granted before reinforcement.
  • Once the reinforcement is in place, the agreement turns into an ordinary one (a new or amending agreement without the temporary conditions).
  • Signing and activation follow Art. 13 of Regulation (EU) 2019/943 (the report text prints it as “artikel 131”, a footnote mark attached): market-based mechanisms come first, so conditional agreements are signed only when no market-based option is available, and conditions are activated after trading ends before the operating quarter, as a last measure.
  • Activation can be automatic through a nätvärn (network protection scheme), suited to connections where the cause of the overload is clear, typically radial lines rather than a meshed regional grid.
  • No fee relief: initially no reduction in connection fee or tariff when curtailment happens; follow-up checks compliance and penalties (viten) apply.

Process and selection

  • Runs in parallel to Svk’s ordinary connection process; whether a conditional agreement is possible is assessed case by case after the förhandsbesked stage. No separate queue or priority: the queue order still applies, and if the first applicant cannot or will not be flexible the next can be asked.
  • Selection criteria: safe to operate; the cause of an overload must be attributable to the connecting party and not hit another customer in its network; a need in the near term (2026–2030); and commissioning must come at least two years earlier; the party must be able to be flexible.
  • Svk starts with a limited number of agreements and then evaluates a wider rollout.
  • Longer term, possible: permanent conditional agreements with a reduced tariff for lower reliability, and flexible subscription forms. Svk says temporary measures must be introduced and evaluated first.
