Ei’s methodology memo PM2013:03, version 12 (updated 2025-11-28), setting the maximum reasonable connection fee (skälig anslutningsavgift) for 16–25 A (fuse size) connections, plus the accompanying news notice of 3 December 2025 announcing the 2026 update (Raw/Clippings/Anslutning till elnätet 2026 - här är de avgifter som Ei anser skäliga.md, fetched verbatim 2026-09-22; the notice says the new values apply from 1 January 2026, to connections whose quotes are written from that date). This is the current schablon regime — distinct from and pre-dating EIFS 2026:10, the binding nationwide connection-fee föreskrift entering force 1 January 2027 (see Source - EIFS 2026-10 Anslutningsavgifter för Elektriska Anläggningar (2026)).

Each tier’s base is the maximum fee at the end of the previous tier — a cascading schablon, not four independent bands.

Cost basis: the 0–200 m and 200–600 m figures derive from a 2009 Statistics Sweden (SCB) survey of actual DSO connection costs 2006–2008, plus a 2008 Ei review of 189 pending cases (used to derive a 0.815 fågelvägen-to-actual-distance conversion factor, 95% CI ±0.017). The 600–1,200 m and 1,200–1,800 m figures derive from the EBR cost catalogue (industry-standard planning/costing tool, EBR 2025 edition) — specifically högspänningsledning (562 kr/m), nätstation (132,989 kr), and transformator (101,563 kr) cost codes, with nätstation+transformator costs allocated only within the 600–1,200 m band since Ei treats those as fully covered by that point.

Indexation: figures are re-based annually via the EBR cost index (rebased to a 2013 base year as of the 2023 update; 2022→2025 index moved 149→180). Historical progression (grundavgift / 200–600m meter-fee / 600–1200m meter-fee / 1200–1800m meter-fee):

Note 2026’s base fee (43,000 kr) is slightly lower than 2025’s (43,300 kr) despite the 600–1,200m and 1,200–1,800m meter-fees rising. The PM does not explain this; it recalculates the SCB-derived bands from a 2022 origin year (35,624 kr × 180/149 = 43,036, rounded to 43,000 kr; 305 kr/m × 180/149 = 368.5, rounded to 369 kr/m).

Legal function: this is a ceiling-testing tool, not a price control — DSOs set their own fees and aren’t required to use Ei’s method. A customer can request Ei review a fee as a dispute under 4 kap. 1§ ellagen; Ei doesn’t challenge a fee that stays at or below the schablon’s computed maximum. The PM notes Kammarrätten approval of using schablon amounts and of EBR as a suitable tool, and its version history records that Förvaltningsrätten (Linköping) rulings led Ei in 2017 to adjust the meter-based fees over 600 m (v3, disallowed EBR deductions) and to remove the general “delningsprinciper” (cost-sharing-across-future-customers assumptions, v4); sharing is now assessed case by case where further customers can reasonably be expected.
