Energimarknadsinspektionens föreskrifter och allmänna råd (EIFS 2026:10) om anslutningsavgifter för elektriska anläggningar. Decided 3 August 2026, published (utkom från trycket) 11 August 2026. In force 1 January 2027 — the same date as the new Elmarknadslagen. Legal basis: 6 kap. 1 § elsystemförordningen (2026:1522) — a new implementing förordning to the elmarknadslag. The föreskrift itself (1 kap. 2 §) states only that it “kompletterar artikel 18” of the EU Electricity Market Regulation (Regulation (EU) 2019/943, as amended by 2024/1747); the framing that Art. 18 requires ex-ante, pre-approved methods, and that current Swedish practice fails it, comes from Ei’s press material, not the föreskrift text.

Why it exists

Sweden’s current connection-charge regulation does not meet the EU Electricity Market Regulation’s requirement for ex-ante, pre-established or pre-approved methods for connection charges. In practice, different Swedish grid companies (nätkoncessionshavare) design anslutningsavgifter differently today, producing low predictability and weak transparency for connecting customers — similar connections can cost very different amounts depending on which DSO a customer falls under. EIFS 2026:10 replaces this fragmented practice with one common, detailed rulebook that applies to every nätkoncessionshavare in Sweden — local, regional, and transmission.

Core principle: the connection charge shall be “grund” (shallow)

The governing principle (3 kap. 3–4 §§) is a shallow connection charge: the connecting customer pays only the customer-specific costs of the measures needed to bring the connection from the nearest transformer station the facility mainly uses and whose dimensioning it affects (existing or planned) (lokalnät) or nearest actually feeding/receiving network part owned by the nätkoncessionshavare (regionnät/överföringssystem) up to the connection point. Costs of measures in the overlying grid are excluded from the connection charge (this exclusion is in the non-binding allmänna råd under 3 kap. 3 §, not the binding text); per Ei’s press material they are financed collectively through transmission tariffs (överföringsavgifter).

  • The customer-specific share of costs is calculated from the connecting facility’s contracted power (avtalad effekt) relative to the dimensioning capacity of the network parts used, reflecting its proportional loading (proportionerlig belastning) — a facility that will be the sole user of a new line bears 100% of its cost; a facility sharing a reinforced network part with others pays only its proportional share.
  • Existing network assets used in the connection are valued at their age-adjusted value in the capital base (kapitalbas).
  • Nätkoncessionshavare may use schablonvärden (standard values) developed per applicable industry standard (the föreskrift says only “tillämplig branschstandard”) to simplify administration and improve predictability.

The exception: “särskilda skäl” (special reasons) — a deeper charge

Where the shallow-charge principle would leave the nätkoncessionshavare recovering only a small share of the total connection cost — or where other special reasons exist — 3 kap. 5 § requires a deeper connection charge instead, to avoid the customer collective bearing a disproportionate share. The allmänna råd give five example situations qualifying as särskilda skäl:

  1. A facility is remotely located and the connection requires extensive measures behind the nearest feeding/receiving transformer station or network part, while those network parts will be used by only one or a few facilities.
  2. A facility is not remote but uses the network parts to a significant extent relative to other facilities.
  3. Measures are required in the overlying grid to enable the connection, and those measures primarily benefit neither the customer collective nor the nätkoncessionshavare.
  4. A facility is to be connected to a capacity-constrained meshed network, requiring extensive measures.
  5. A facility will be used only for a limited time, requiring extensive measures to connect.

The nätkoncessionshavare applies the deeper charge where the customer collective would otherwise bear a disproportionate cost share (the raw text does not itself state a justification duty or Ei prövning).

Standard tariffs for small connections (≤25 A)

For facilities with a fuse rating (mätarsäkring) of at most 25 ampere, the connection charge must be schablon-based (4 kap.; but 3 kap. 5 § särskilda skäl can override this, per 4 kap. 5 §; schablonvärden must reflect the average cost of a typical connection, 4 kap. 1 §), calculated using the as-the-crow-flies (fågelvägs) distance between the nearest feeding/receiving transformer station and the connection point, up to 600 metres:

If the stretch beyond 100 m is or will be shared with other facilities within a 10-year window from the quote date, only the connecting facility’s proportional share of the per-metre cost is included. Nätkoncessionshavare with markedly different cost levels across their network (e.g. rural vs. urban due to traffic-closure or municipal-contractor cost differences) may apply different schablon values by area, and are encouraged (allmänt råd) to publish these values on their website; the allmänt råd says operators may use Ei’s published schablonvärden.

Notable rejected exception

Per Ei’s Q&A page (Raw/Clippings/Anslutningsavgifter.md, not the föreskrift text itself), the föreskrift does not reinstate the old ellagen’s exemption for microproduction connections; Ei’s stated reasoning is that the exemption is incompatible with EU law’s requirement of objective, non-discriminatory connection charges.

Terminology shift

As part of aligning with the new elmarknadslag, the föreskrift uses its terminology throughout: nätföretag → nätkoncessionshavare, transmissionsnät → överföringssystem. See Elmarknadslagen for the fuller terminology shift.

Ei plans a webinar on the new rules before they take effect 1 January 2027, and maintains a running Q&A page (questions can be submitted referencing case number 2026-103841). (Ei’s monitoring plans and the impact-assessment reference were not verifiable in the föreskrift text.)
