Ei’s own overview of how it is preparing for the new electricity laws and the elsystemförordning. It is a press item, not a legal text: it summarises the primary sources (Source - Elmarknadslag (2026-1281), Source - Lag om Elektriska Ledningar (2026-1283), Source - Elsystemförordning (2026-1522)) and adds Ei’s own workplan and timing statements, which the legal texts do not contain.

Key points

  • The legislative package. In mid-June the Riksdag decided three laws replacing the ellag: elmarknadslagen (2026:1281), lagen om införande av elmarknadslagen (2026:1282) and lagen om elektriska ledningar (2026:1283, nätkoncession). All take effect 1 January 2027.
  • Ordinances. The elsystemförordning (2026:1522), tied to the elmarknadslag, was published 23 July 2026. A further ordinance, belonging to the lag om elektriska ledningar, is still expected (no date given). The elsystemförordning replaces seven earlier ordinances (1995:1145, 1999:716, 2011:931, 2018:1520, 2022:585, 2023:241, 2023:242); much of its content is carried over, with some new provisions.

New terminology (as Ei describes it)

  • Nätföretag → systemansvarig, making explicit that a company running nätverksamhet also has a system responsibility. Distribution companies (region- and local-grid) become systemansvariga för distributionssystem; exception: companies with only a linjekoncession and one connected customer within the same group.
  • Transmission → överföring: transmission companies such as Svenska kraftnät become systemansvariga för överföringssystem. Baltic Cable AB is also classed as one. What was called överföring av el is now transport av el.
  • New roles: balansansvarig part and leverantör av balanstjänster together replace the current balansansvarig (affecting wording in some Ei föreskrifter); also leveransskyldig sistahandsleverantör and organisatör av energidelning.
  • Decisions taken after entry into force will use the new terms where there are no transitional provisions.
