Elmarknadslag (2026:1281) — the new Swedish Electricity Market Act regulating the function of the electricity market (transport and delivery of electricity, and the driftsäkerhet of the national electricity system).   • SFS number assigned: the law (per Ei/other sources, not stated in the statute text: adopted by the Riksdag 15 June 2026, Prop. 2025/26:240) is promulgated as SFS 2026:1281, utfärdad 2026-06-18, in force 1 Jan 2027 (sistahandsleverantör provisions, 12 kap. 4–6 § and 11 kap. 26–32 §, from 1 July 2027).
  • Terminology change — systemansvarig. Nätföretag is replaced by systemansvarig (per the news/proposition framing — the statute text itself defines only the new terms and does not mention the old ones), clarifying that companies running nätverksamhet also carry a system responsibility, not just line ownership. Exception: companies holding only a nätkoncession för linje whose line(s) are used for injection or withdrawal by only one customer within the same koncern. The term transmission is replaced by överföring.
  • BRP/BSP in statute. The “anvisade elavtal abolished / must actively sign” wording is interpretation, not statute text.
  • Energidelning (ch. 14): renewable electricity may be shared with users at other premises, deducted from measured consumption by the elleverantör (14 kap. 6 §) — conditions: the facility is owned/leased/rented by the user or the right transferred to them (1 kap. 5 §), the transferor does not have energy sharing as main business (14 kap. 1 §), large enterprises capped at 6 MW (14 kap. 2 §), a supply contract is required (14 kap. 4 §), terms may not be worse (5 §), billing rules (17 §). Ch. 14 says nothing on how grid companies may charge (the earlier claim was unsupported); balansansvar appears only in 14 kap. 6 § point 4 (no deduction if nobody has taken balansansvar for the injection point).
  • Implementation pending: full application requires several government förordningar (forthcoming) and Ei is expected to receive multiple bemyndiganden; a large number of föreskrifter will be updated for new references, terminology, and substance.
