Energimarknadsinspektionen (Ei) news item, published 2026-09-15, opening an early-stage call for input on how DSOs’ information about available capacity for new connections should look. Ei is examining whether the rules need clarifying through further föreskrifter or guidance.

Background

During 2026 the provisions of the revised Electricity Market Directive on information about available capacity for new connections were implemented in Swedish law. The förordningen om elnätsverksamhet sets requirements on what must be published, how it is presented and what it must contain; Ei may issue further föreskrifter. The stated purpose is to simplify planning of new connections through clear, usable information on where the grid has available capacity.

What Ei is doing

  • Primarily: investigating whether there is a need to clarify the rules through additional föreskrifter. It may also lead to guidance (vägledning) on applying the provisions.
  • Aim: DSOs’ capacity information should be clear, comparable and useful for actors planning a connection.
  • Perspectives sought early: what information actors planning connections want and need, how it should be made available, the practical conditions for producing and updating it, and the trade-offs on level of detail. Capacity maps are given as one example of how the information might be made available.
  • Especially interested in: what information is needed to plan a connection, how it should be presented, and which requirements are reasonable. Also unclear points, risks and practical difficulties in today’s rules, and examples of what is already done or planned.

How to respond

  • Input goes by email to Ei’s registrator, quoting ärendenummer 2026–104346 in the subject line, stating the actor role (DSO, electricity user, producer or other).
  • Deadline: 7 October 2026. The input feeds the initial work and the planning of communication and possible dialogue meetings in the autumn.
  • Submissions are allmän handling (public documents).
  • If Ei concludes that new föreskrifter are needed, there will be further opportunity to comment on a proposal.

The underlying rule: 27 a § Förordning (2022:585)

A DSO must publish information about available capacity for new connections to its local or regional grid. The information must:

  1. be published on the DSO’s website;
  2. be updated at least quarterly;
  3. be transparent, clear and geographically detailed; and
  4. include: (a) the capacity that is the subject of connection requests; (b) what possibility may exist of a connection under an agreement containing conditions to limit and control feed-in or withdrawal (i.e. a villkorat avtal); and (c) the basis for calculating available capacity.

The same wording appears in elmarknadslagen (6 kap. 16 §) and elsystemförordningen (6 kap. 6–8 §§), which enter into force on 1 January 2027 and replace the corresponding provisions in ellagen and the förordning om elnätsverksamhet. Further relevant provisions are 27 b–c §§ of the förordning, and Art. 31.3 of the Electricity Market Directive as amended by Directive (EU) 2024/1711.
