The government ordinance that accompanies the new elmarknadslag (2026:1281) and replaces the ordinances built on the old ellag. It is issued under the elmarknadslag’s delegations (and regeringsformen 8 kap. 7 § and 11 §), names Ei as nätmyndighet (1 kap. 5 §), and in most places gives Ei the power to issue föreskrifter rather than setting detailed rules itself. The 15 chapters cover system responsibility, operational security, unbundling, accounting, connection, transport, invoicing, revenue cap, metering, balance responsibility, supply and aggregation, energy sharing, disconnection and supervision.
Repealed on entry into force (övergångsbestämmelse 2): förordning (1995:1145) om redovisning av nätverksamhet, (1999:716) om mätning, beräkning och rapportering av överförd el, (2011:931) om planering för prioritering av samhällsviktiga elanvändare, (2018:1520) om intäktsram för elnätsverksamhet, (2022:585) om elnätsverksamhet (Source - Förordning (2022-585) om elnätsverksamhet), (2023:241) om det nationella elsystemet, and (2023:242) om leverans av el och aggregeringstjänster.

| 4 kap. 1–5 § — energy storage | Ei can grant an individual dispensation from the ban on system operators owning, developing, managing or operating storage, either where the storage is a fully integrated network component, or where all of the following hold: (1) after a non-discriminatory, transparent tender that Ei has reviewed and approved, no other party was granted the right to own or operate such a facility or could provide an equivalent storage service at reasonable cost or within reasonable time, (2) the storage is needed for the system operator’s duties, (3) it is not used to buy or sell electricity on retail, wholesale or balancing markets, and (4) Ei finds the exception needed and has assessed the tender. After a dispensation Ei consults publicly at least every five years (earliest two years after a grant or a consultation); if a third party could run the storage cost-effectively, Ei must decide that the dispensation ends 18 months after the consultation. A TSO dispensation is notified to the Commission and ACER. The consultation and 18-month rules do not apply (4 kap. 4 §) to fully integrated network components, or to facilities that meet all of these: owned or run by a DSO with a final investment decision before 4 July 2019 and connection by 3 July 2021, or a TSO with a final investment decision before 1 January 2025 and connection by 31 December 2026; integrated in the grid; used only for immediate restoration of grid security after unplanned events; and not used to trade electricity on retail, wholesale or balancing markets |

What the ordinance does not do
It sets few numbers or deadlines itself. Most detail (product specifications, DNDP contents, capacity-information format, revenue-cap methods, connection rules) is delegated to Ei föreskrifter that are not yet in Raw/ except EIFS 2026:10 (Source - EIFS 2026-10 Anslutningsavgifter för Elektriska Anläggningar (2026)) and EIFS 2026:8.
