Ei R2026:09 Redovisning av elnätsutbyggnad i Sverige: Författningsförslag och utvecklande av karttjänst (dated September 2026), Ei’s answer to the assignment in its 2026 appropriation letter (Source - Ei Regleringsbrev 2026) to propose the legislation needed for Ei to report grid expansion and its cost every year, and to develop a map service for it. The assignment is due to the government by 15 December 2026. The report follows a preparatory assignment in 2025 (Ei R2025:11, not read). The report was read in full. It concerns how much grid is built and what it costs, not where capacity is available for new connections; for the latter see Capacity Maps.
Proposals
- 5 kap. 21 § elsystemförordningen (2026:1522), new. Ei must each year compile and report data on grid expansion and its cost, based on the data regulated in 5 kap. 1 § (the annual accounts), and publish it on its website.
- 5 kap. 22 § elsystemförordningen, new. Ei may issue föreskrifter requiring grid operators (“systemansvariga”, the term that replaces nätföretag from 1 January 2027) to report their geographic operating area per reporting unit. Ei finds that its existing power in 5 kap. 20 § does not cover this.
- Entry into force proposed no later than 1 July 2027. Ei sees no need for information campaigns.
- Detailed data later. Ei plans to obtain more detailed figures by revising its föreskrifter EIFS 2022:10 on accounting for electricity network activity, under the existing power in 5 kap. 20 § points 1 and 4. It judges a full accounting possible in 2029 at the earliest, covering 2028, provided the revised föreskrifter are decided by August 2027.
The map service
- First version in January 2027, built in ArcGIS on data Ei already holds from the grid operators’ annual reports. Four indicators, one map layer each: line length (km, split by voltage level and overhead line versus cable), installed transformer capacity (MVA), number of secondary substations (nätstationer) and cost (the sum of purchases and reclassifications of distribution assets and meters, in thousands of kronor, at each year’s prices). Years from 2023 onward; the data is also offered as a downloadable Excel file; electricity price zones can be added as a layer.
- Coverage limits. Only local-grid operators with area concessions are shown at first; regional and transmission operators cannot be displayed until the geographic reporting exists. Operators that changed reporting unit are shown from the first year of the new unit, and those with a broken financial year show the latest year as 0.
- What the indicators cannot show. The cost indicator does not separate reinvestment from new and capacity-raising investment, and growth in line length does not show reinforcement of existing lines with heavier conductors.
- Security. Because grid operators run security-sensitive activities, Ei says it must continually weigh the risk of making grid-expansion information easier to find, and it rates the risk of the first version as low since most of the data is already on its website and shown in aggregate.
Impact assessment (chapter 4)
- Grid operators. The two provisions give no direct cost; costs arise only if Ei uses the new power in EIFS 2022:10. About 160 reporting units would be covered, of which about 10 (transmission operators and units splitting data per reporting unit) would report in a new way or for the first time. Ei’s preliminary estimate is 500-5,000 SEK per reporting unit per year. Distribution operators already report similar geographic data every second year at company level, under the DNDP föreskrifter EIFS 2026:4 and 2024:1.
- Ei. First map version about 250 hours and 250,000 SEK; a second version from 2029 at the earliest about 200,000 SEK; running costs about 82,500 SEK a year; the revision of EIFS 2022:10 about 2,250 hours or 2.25 million SEK; all within existing appropriations.
- Consultation. No consultation was held for this assignment; in the 2025 assignment Ei had dialogue with Energiföretagen, several distribution operators and Svenska kraftnät.
- Sector facts given. About 160 distribution system operators, five of which run both local and regional grids (E.ON Energidistribution, Ellevio, Skellefteå Kraft Elnät, Vattenfall Eldistribution, Öresundskraft Nät); the three largest have 900,000-1,000,000 customers each and about 52 % of the customer base; the 2024-2027 revenue-cap total is about SEK 326 billion.
