Summary

Part 1 — Repeal of EIFS 2022:1

The government has tasked Ei to repeal EIFS 2022:1 — the regulation that required all Swedish DSOs to implement time-differentiated capacity tariffs (effektavgifter) by 1 January 2027 — by no later than 30 June 2026.

After repeal, effektavgifter are neither mandatory nor prohibited. DSOs continue to be governed by the general standards in ellagen (skäliga, objektiva, icke-diskriminerande) and Art. 18 EU Electricity Market Regulation (cost-reflective, transparent, considering customer usage). This creates a regulatory vacuum pending the new model.

Part 2 — New effektavgift model (due April 12, 2027)

Ei must propose a new framework for effektavgift design to the government (Klimat- och näringslivsdepartementet) by 12 April 2027. The new model must be:

  • Transparent
  • Non-discriminatory
  • Proportional to customer size and needs
  • Designed to give customers correct incentives for consumption adaptation

Ei’s rationale for harmonization

Division head Tommy Johansson stated: certain DSO models are “hard for customers to understand and adapt to” and that harmonization is needed to facilitate development of automatic steering services — making everyday life simpler for electricity users. Johansson also confirmed that current EIFS 2022:1 implementation has created large challenges for customers, necessitating a reset.

This is the first official primary source explicitly linking effektavgift fragmentation to the demand response automation barrier. It confirms the structural observation from AFRY (2023) and FlexAbility (2025) that heterogeneous DSO tariff designs block standardized automated control integration.

Ei will conduct dialogue with DSOs and other stakeholders, with particular attention to the customer perspective. The report is due April 12, 2027.

Förhandsprövning — ex-ante pre-approval of DSO fees

Separately, Ei submitted a hemställan (formal legislative request) to the government on 25 February 2026, proposing amendments to ellagen (1997:857) and Förordning (2022:585) om elnätsverksamhet to introduce ex-ante pre-approval (förhandsprövning) of DSO methodologies for connection and transfer charges.

Under current law, Ei can only review tariff designs after implementation via tillsyn (retrospective oversight). Förhandsprövning would allow Ei to assess fee methodologies before they enter force — enabling deficiencies to be identified and removed before customer impact. Ei also proposes that approved conditions be publicly published, improving predictability and transparency.

Before förhandsprövning can be operational, Ei would also need to develop föreskrifter for the approval process and build administrative capacity to handle the pre-approval caseload.
