Two Ei documents on how Swedish grid companies must publish their grid fees: the current regulation EIFS 2024:5 (decided 10 October 2024, in force 1 January 2025) and Ei’s news item of 1 April 2026 announcing that Ei has started work on changing it, with machine-readable publication of tariffs as the central requirement. EIFS 2024:5 as it stands

  • Full title: Energimarknadsinspektionens föreskrifter om offentliggörande av avgifter och övriga villkor för överföring av el, issued under 30 § förordningen (2022:585) om elnätsverksamhet. It covers the disclosure that 4 kap. 23 § ellagen (1997:857) refers to.
  • The whole substance is one rule (2 §): a grid company must publish information on its fees and other terms for transmission of electricity on its relevant website at least 14 days before they start to apply. The regulation says nothing about content, format or where on the website.
  • In force 1 January 2025; it repealed EIFS 2013:8. Ei’s page states that no impact assessment was prepared (4 § second paragraph, förordning 2024:183).

Ei’s April 2026 announcement

  • Trigger: “as a result of a government assignment and a completed pre-study” Ei has begun work to amend EIFS 2024:5. The news item does not name the assignment or the pre-study.
  • What the amendments are to clarify: which information is published, where and in what format, and when.
  • Central element: a requirement for grid companies to publish grid-fee information in a machine-readable format, to raise transparency and let electricity users, Ei and other actors use the data for statistics, analysis and the development of information and control services. Ei wants users to get “the right information, at the right time, in the right place”.
  • API development: Ei welcomes grid companies’ work on a common standard for machine-readable grid fees (an API) in the state-funded project Dynamiska nättariffer, coordinated by RISE, and also welcomes commercial services that turn grid-fee information into machine-readable form. Ei’s aim is not to write a new standard but to promote development already under way; the rules are to encourage common solutions while protecting innovation and competition among service providers, so that service companies can work cost-effectively and users get the same information wherever they live.
  • Link to the effektavgifter assignment: on 12 March 2026 the government asked Ei to investigate how a new design of effektavgifter can be regulated and implemented and to repeal the existing tariff-design rules (Source - Ei Effektavgifter Uppdrag (2026)). Whether or when new design rules arrive, the need for closer regulation of disclosure remains, and the disclosure work runs in parallel with that assignment and Ei’s other tariff work.
  • Advice to grid companies: do not wait for the amended rules; start making fees available in a machine-readable format so that service companies’ and users’ needs can be met as soon as possible.
  • Timing: Ei intends to work on the regulation during 2026, in dialogue with grid companies, trade associations and service companies, both those already working on machine-readable tariffs and those that are not. No consultation or decision date is stated.

How the two relate to earlier Ei work

  • Source - Ei R2023-04 Konsumenter och Efterfrågeflexibilitet (2023), measure d, described the same problem three years earlier: information on about 170 grid companies’ tariffs was hard to access and not usable as a basis for control and information services; Ei intended to improve the reporting of tariffs, possibly after a dialogue with grid companies and service developers, and pointed to Norway’s open API (DIGIN) as a possible solution.
  • The April 2026 item links to this earlier report only implicitly; that the assignment and pre-study it mentions are the follow-through of the 2022 assignment and measure d is the maintainer’s reading, not something the news item states.
