What it documents
At this point, Kraftringen had just signed its first-ever villkorat avtal (“Första villkorade avtalet är tecknat”) — conditional connection agreements were brand new to the company, not yet a routine tool. No local flexibility market existed. This is the pre-market, pre-ADMS baseline against which the 2027–2036 plan’s progress (a first flexibility market planned for 2027 in Lund, an ADMS rollout starting the same year) should be read — genuine forward movement over one DNDP cycle, not a restatement.
