The government’s page for its assignment (regeringsuppdrag) to Affärsverket svenska kraftnät to report the annual surplus of congestion income (flaskhalsinkomster) and propose uses for it, published 23 September 2026 (diary number KN2026/01699, Klimat- och näringslivsdepartementet). What Svk is asked to do
- Report how much congestion income is needed each year to (a) sufficiently meet the so-called priority objectives in Art. 19 of Regulation (EU) 2019/943 and (b) carry out a tariff reduction at a level that counters large, sudden rises in the transmission tariff.
- Cover 2027–2031, and estimate for each year how much congestion income remains after that planned use, reported as a surplus. The calculation is to take account of the existing accumulated balance and expected future inflows; planned use after 2031 is not to be considered.
- Propose other purposes the surplus could be used for, beyond the priority objectives and tariff reduction. The uses are to benefit Swedish electricity customers or the Swedish electricity system and to let funds be used faster than they otherwise would be.
- Take into account Ei’s report from the assignment on the use of congestion income, due by 30 October 2026 (KN2025/02354, in part, and KN2025/02401).
- Report to the Government Offices (Klimat- och näringslivsdepartementet) by 14 January 2027.
Relevance to wiki
