Svenska kraftnät’s own documents on the transmission network charge (transmissionsnätsavgiften, formerly transmissionsnätstariffen) for 2026 and 2027: its news item of 28 September 2026, the web page that explains the charge, the 2027 FAQ, the price lists for 2026 and 2027, the 2026 usage agreement (nyttjandeavtal, no. 6633) and a 2025 news item on returning congestion income. It covers what customers of the transmission network pay; the design behind the change is in Source - Svk Tarifföversyn Ny Tariffmodell (2026) and the concept page Transmission Network Charge. The balance responsible parties’ fees from the same news item are in Source - Svk Avgifter Balansansvariga Parter (2026). Four documents are web pages or news items (the 28 September news item and the charge page among them); the charge page and the news were read with their collapsed sections expanded, and the price-list tables extracted from PDF with the two shadow-price columns garbled; the shadow prices are therefore not used here.

Who pays and what for

  • Everyone who owns an installation connected to the transmission network pays Svk (FAQ: grid companies and producers directly connected; households and firms on local grids do not pay Svk directly, although the charge can be part of the grid companies’ costs).
  • It is a point charge: a subscriber gets access to the whole electricity market whatever the counterparty. A northern producer pays the same to inject whether the consumption is in the north or the south.
  • It is meant to cover Svk’s costs for operating and maintaining the network and for buying electricity to cover network losses. Svk estimated the charge at about 1–2% of a typical end customer’s grid bill for 2026 (about 1 öre/kWh), and about 9% (7–8 öre/kWh) without the congestion-income reduction.

2026 model (two components)

  • Power fee (effektavgift): per subscribed kW per year, different for injection and withdrawal and differentiated by location (injection highest in the north and falling southwards; withdrawal the reverse). Charged in advance, one twelfth per month.
  • Energy fee: (day-ahead price per market time unit in the price area + Svk’s risk premium of 15 SEK/MWh) × a marginal-loss coefficient per connection point; positive values mean a charge for injection and a credit for withdrawal, negative values the reverse. The coefficients are updated annually from the last five years’ transfer pattern (extreme years excluded) and rose by about 5% on average for 2026. Since 1 January 2020 the loss power price is variable and since 2021 the 0.8 correction coefficient has been removed.
  • Energy-fee reduction for 2026: 80% of each customer’s energy fee billed for January–December 2024, not exceeding the 2026 ordinary energy fee; about 2 bn SEK against 2.5 bn SEK paid in 2024. Decided in May 2025 and financed from congestion income (flaskhalsinkomster), which the news item says mainly benefits consumers in the south and producers in the north.
  • Temporary subscriptions: for single weeks, at 1/200 of the annual power fee per subscribed week and kW plus 1/500 per used kWh. Overrun fee: 140 SEK/MW per quarter-hour in the first hour of an overrun, 350 in the second hour, 700 from the third hour in the same day.
  • Sum subscriptions (summaabonnemang), usage-agreement terms: per the 2026 agreement a sum subscription can compensate parties affected by transit flows and can be granted where an increase was refused; it lapses if an ordinary subscription level in the group is lowered, except for transit.

2027 model (four components)

  • Decision and structure: the board decided on the new model on 19 February 2026 and on the 2027 price list in September 2026. The 2027 charge has four components: a fixed fee, an energy fee, a customer-specific fee and a power fee. The model is introduced in steps.
  • Fixed fee (replaces the old power fee): SEK/kW per year per subscription point, separate for injection and withdrawal. Svk cuts the reduction of this fee by about 350 MSEK for 2027, a rise of about 20% for the customer group on average (the page warns that individual outcomes can differ substantially). The FAQ puts the average rise at about 37% for injection and 14% for withdrawal. The FAQ says the old power fee was cut by 60% in 2023 and the average level has been unchanged since; the 2027 step is the first toward full cost coverage.
  • Energy fee: (price + 15 SEK/MWh) × marginal-loss coefficient × a new distribution factor (fördelningsfaktor), which reflects in which price area the losses arise. The coefficients rise by about 5% on average (10–15% in the north and south) according to the FAQ. The 2027 energy fee is reduced by 80% of each customer’s energy fee billed in 2025, about 2 bn SEK financed from congestion income.
  • Customer-specific fee: 12,000 SEK per month per subscription point, introduced in full.
  • Power fee (effektavgift, for grid expansion): set to 0 SEK/kW for 2027, because the forward-looking costs customers can influence in the short term are negligible. The price list states that no power fee is charged in 2027.
  • Overrun fee: simplified from three levels to two: 500 SEK/MW per quarter-hour for the first four quarter-hours of an overrun and 1,400 SEK/MW from the fifth quarter-hour in the same day. Temporary subscriptions are priced at 1/50 of the annual fixed fee per week and kW.
  • Shadow prices: the price list also shows non-binding shadow prices for the fixed fee without the congestion-income reduction.
  • Totals (two Svk sources differ): the web page says about 2.6 bn SEK of fee revenue after reduction in 2027 and about 1.9 öre/kWh (about 0.8% of the end customer’s total electricity cost); the FAQ says “just under 2,500 MSEK” of revenue and a total tariff reduction of about 8.3 bn SEK covering both the fixed and the energy fee.
  • The 8.3 bn SEK split (Svk news item, 28 September 2026): the reduction in costs for the customers connected directly to the transmission network, from 1 January 2027, is over 8.3 bn SEK, made up of over 2 bn SEK off the energy fee and over 6.3 bn SEK off the fixed fee. Svk’s director-general, Maja Lundbäck, says reducing the fees keeps the grid fee down for consumers in southern Sweden, who are also hit hardest by the bottlenecks, and that Svk is looking at more measures within existing rules if high prices worsen over the winter. Households pay nothing directly to Svk; how much reaches their bill depends on region and on how regional and local grid companies, within their approved revenue caps, pass the fees on. Svk also refers to a government assignment to propose other uses of congestion income, due January 2027 (Source - Regeringen Uppdrag Svk Flaskhalsinkomster Överskott (2026)).
  • Effects by customer type (FAQ, before the electricity price): injection customers in the north pay more in energy fee (higher loss coefficients, the distribution factor and a smaller reduction); injection customers in the south receive more; withdrawal customers in the north receive more; withdrawal customers in the south pay less (distribution factor and a larger reduction, partly offset by the higher coefficients).
  • Why four components: the FAQ says Ei’s regulation EIFS 2022:1 required the four-component design (which is why a customer-specific fee exists although tiny and why a power fee exists although set to zero). Svk says it would have designed the energy fee and the fixed fee the same way without the regulation, and sees a need to review whether the power component should stay now that the regulation is being repealed. The FAQ says the fixed fee gives a long-term location signal and the energy fee a short-term price signal, and that the model makes it more favourable to place production in the south and consumption in the north.
  • Process: the board decided the model on 19 February 2026 and “certain principles for 2027” on 28 May 2026. A major revision needs a consequence analysis and industry involvement.

2026 versus 2027 price lists (this wiki’s own arithmetic)

The fixed fee per connection point in the 2027 list was compared with the 2026 power fee for the 153 points that appear under the same name in both lists (the lists otherwise differ by name, for example one “Forsmark” and one “Ringhals” in 2026 against Forsmark 1–3 and Ringhals 3–4 in 2027):

  • Injection: the fixed fee is on average 36% higher (range +12% to +60%); withdrawal: on average 14% higher (+4% to +32%). These are unweighted means over points; Svk’s figures (37% and 14%) are presumably weighted and agree closely.
  • Unweighted mean fixed fee, SEK/kW per year, injection / withdrawal (point counts in brackets; 2027 versus 2026 power fee): SE1 35.1 / 39.1 versus 30.0 / 33.5 (15); SE2 31.7 / 47.8 versus 25.1 / 40.4 (78 and 75); SE3 27.1 / 53.8 versus 18.0 / 49.9 (58 and 60); SE4 20.5 / 60.7 versus 13.1 / 56.9 (11 and 12). The geographic pattern is unchanged: injection is dearest in the north, withdrawal in the south.
  • Energy-fee factors in the 2027 list: examples of the marginal-loss coefficient and distribution factor are Alvesta (SE4) −7.3 % and 0.9, Barsebäck (SE4) −8.6 % and 0.9, Avesta (SE3) 0 and 1.1, Harsprånget (SE1) +8.7 % and 1.1; the factor is 0.9 where the coefficient is negative and 1.1 where it is zero or positive.

Discrepancies between Svk documents

  • Fee revenue after reduction in 2027: about 2.6 bn SEK (web page) versus just under 2,500 MSEK (FAQ).
  • The reduction of the old power fee: “about 60%” cut in 2023 (FAQ) versus “about 80%” reduced today (the tariff-review PM, see Source - Svk Tarifföversyn Ny Tariffmodell (2026)); they may describe different reference points.
  • Total tariff reduction 2027: over 8.3 bn SEK (FAQ and the 28 September news item: over 2 bn energy fee plus over 6.3 bn fixed fee) versus about 6.8 GSEK in Ei’s congestion-income decision (Source - Ei Beslut Flaskhalsinkomster 2027 (2026)); the sources do not say why Ei’s figure is lower than either Svk’s total or the fixed-fee part alone.
  • Temporary subscriptions are requested “the quarter-hour before” (usage agreement) or “the hour before” (web page).
  • The web page says the power fee for 2025 is unchanged in its 2026 section (presumably 2026).
  • The usage agreement and web page still describe the 2026 two-component model; there is no 2027 usage agreement in the vault.
