Svenska kraftnät’s page Avgifter och kostnader for balance responsible parties (BRPs), last reviewed by Svk on 28 September 2026, read with its collapsed sections expanded, together with the BRP part of the news item of 28 September 2026 that announced the 2027 levels. - What each fee covers (Svk): the base fee covers costs of balancing the system that BRPs cannot influence through their own imbalance management (staff, some ancillary-service costs, depreciation, other costs) and is based on the BRP’s settled consumption and production volume; the weekly fee covers eSett Oy’s administrative cost for Nordic imbalance settlement and is harmonised across the Nordics; the imbalance fee covers costs directly linked to the BRP’s imbalance, is based on imbalance volume per price area, and is harmonised across Sweden, Norway and Finland.
- 2027 decision (news item, 28 September 2026): the base fee is lowered by 13% to 1.40 EUR/MWh because of a forecast lower cost level; in addition it is reduced temporarily by a further 54% to 0.65 EUR/MWh during 2027, because balancing costs came out lower than expected in 2025 and 2026. Other fees stay unchanged.
- Effect on end customers (Svk’s rough estimate, if the fee is passed on in full): a cut from 380 to 166 kr a year for a house using 20,000 kWh, about 0.83 öre/kWh including both the reduction and the temporary cut. Assumptions: 125 TWh consumption volume, 46% of revenues of 2.2 bn SEK, 10.74 SEK/EUR.
Consumption surcharge for the strategic reserve
- Purpose: finances the strategic reserve (strategisk reserv), which replaced the former power reserve from winter 2025/26.
- Charged: weekdays 06–22, 16 November to 15 March, on BRPs’ consumption excluding network losses in concession-regulated grids in price areas SE3 and SE4. The level for 2025/26 was 0.00 EUR/MWh.
- Mechanics: Svk plans to bill continuously on actual consumption, with a final reconciliation after the winter settled by an additional or credit invoice, together with a formal, appealable decision on each BRP’s total fee.
- 2026/27: the level is to be announced in October 2026, because Svk is waiting for a possible decision on a new reliability norm. The ambition is to procure the reserve earlier in coming years so that the preliminary level can be communicated well before the delivery period starts.
