E.ON’s second DNDP (nätutvecklingsplan) cycle, shared for consultation (samråd) ahead of the final version — the successor to E.ON’s first DNDP (Dec 2024, covering 2025–2034). Same statutory structure (EIFS 2024:1): capacity forecast methodology, current-system capability, planned investments and alternatives, cost-effectiveness rationale, and a per-county capacity assessment.
What’s genuinely new versus the first DNDP
Investment and delivery record. 27 billion SEK invested 2024–2027. Over 50 significant capacity-boosting regional-grid projects already commissioned since the first DNDP; 216 further projects listed at various planning stages; 73 more under consideration. Build lead times stated explicitly: 3–5 years for a new regional substation, 5–10 years for a new regional line.
Cost escalation. Regional-grid project costs have risen an estimated 50–75% over 2021–2026 (industry cost-catalogue figure, varying by project type), against roughly 20% CPI inflation over the same period — a materially faster cost trajectory than general inflation, attributed to the high-inflation years 2022–2023 specifically.
A refined, first-time-split national flexibility need forecast. The first DNDP stated a single combined figure (~700 MW / ~1 TWh/year). This plan explicitly states the estimation methodology has improved and, for the first time, splits the lokalnät forecast into upregulation and downregulation separately: ~340 MW upregulation and ~45 MW downregulation by 2036. Regionnät need remains qualitative only (flows too complex to quantify with confidence at that level) and is assessed per county in qualitative terms instead. This is a methodology refinement, not a contradiction of the earlier ~700 MW figure — the two numbers aren’t measuring quite the same thing (the new figure explicitly excludes regionnät and states downregulation separately for the first time), and the wiki should present both figures with that caveat rather than as a straightforward before/after comparison.
SWITCH platform growth, season-by-season (all markets combined). Table 7 in the source: activated upregulation volume 140 MWh (2023/24, 4 markets) → 466 MWh (2024/25, 9 markets) → 1,400 MWh (2025/26, 11 markets). The 2025/26 total matches the platform-wide figure already documented in detail in SWITCH from the CSV export source — this DNDP is the first place the two earlier seasons’ platform-wide totals are stated together as a trend.
Four formalized flexibility products, described for the first time as a settled set: two seasonal/period-availability products and two energy-activation products (day-ahead and intraday), each requiring FSP prequalification before participation — mapping closely to NC DR’s LFM-p/LFM-h/LFM-e taxonomy.
Halland production-side pilot confirmed for a second summer (2025 and 2026), not a one-off.
“Flexibla avtal” (flexible agreements) named as a new, distinct instrument from villkorade avtal. The source explicitly contrasts the two: villkorat avtal is a last-resort, temporary backstop; flexibla avtal is being developed as a permanent solution, aimed specifically at large batteries (whose fast, large activations can otherwise strain local grid capacity at peak), and E.ON states it has an ongoing dialogue with Ei about the design of this instrument. This is not yet a finished, regulator-approved product — it’s a named work-in-progress distinct from the already-operational villkorat avtal.
